POLICY

Planning and management activities that make

1.  The project output conforms to the requirements and help to ensure a satisfied customer.

1.1. Quality planning:   identifying which quality standards are relevant to the project and determining how to satisfy them.

1.2. Perform quality assurance:  applying the planned, systematic quality activities to ensure that the project employs all processes needed to meet the requirements.

1.3. Perform quality control: monitoring specific project results to determine whether they comply with relevant quality standards and identifying ways to eliminate causes of unsatisfactory performance.
 

A.    QUALITY CONTROL PLAN

PURPOSE OF THE QUALITY CONTROL PLAN

1. The main purpose of the Quality Control Plan on the project is to develop and implement good and acceptable quality of work starting from the very beginning of the project until to the last phase of the work or turn over based on the contract drawings and specification requirement.

2. Based on the Quality Control Plan, each phase of work can monitor and control the good  quality  of  workmanship  without  delaying  the  work  by  performing  sufficient inspection prior to commencing of the work.

3. All kinds of testing with regards to the projects are documented, recorded and approved by the Engineers or representative on site as part of the Quality Control Plan.

4. Through Quality Control Plan, all materials required on the project will be strictly inspected and it must be in accordance with the specification requirement.

5. This Quality Control Plan Guidelines and Procedures will be coordinated with the Independent Laboratory prior to the execution of works at site. Also, all data and forms including all workable codes that may need this program shall be coordinated with the independent laboratory upon project work execution.

PROCEDURE


MAJOR ITEMS OF CONTROL


1.  Controls before start of projects

1.1. Verification of bearing capacity of the soil with reference to the designed load.

1.2. Verification of the design with respect to the job requirements, structural safety, durability and economy.

1.3. Checking the quality of materials to be incorporated in the project source.
 

2.  Control during construction

2.1. Execution of works as per specifications

2.2. Preparing test cubes for strength of concrete and getting them tested on due dates.

2.3. Testing of other materials incorporated in the work as per standards and specifications of the project. 
 

3.  Testing of equipment supplied by the firm

3.1. Initial workshop inspection and trial run of the equipment.


RESPONSIBILITIES OF QUALITY CONTROL PERSONNEL


1.  Quality Control Engineer

1.1. Responsible for the over-all control of his staff and implementation of the Quality Control Program in accordance with Contractor’s Quality Control Plan as approved by the engineer.

1.2. Reviews, verifies and signs daily construction quality control report covering all terms.

1.3. Establishes standard procedure of construction practice and ensure the performance of the contractor in an orderly manner

1.4. Follows a three-step procedure.

1.4.1.   First, a preparatory inspection to ensure that the planned materials, equipment and safety auxiliaries met the submittal and contract requirements.

1.4.2.   Second, an initial inspection at the start of each new phase of construction to Ensure that method techniques and standard of workmanship are in strict compliance with the contract requirements.

1.4.3.   Third, a follow-up inspection will be performed on a daily recurring basis as necessary to ensure that construction proceeding is in accordance with contract requirements.

1.5. Advises the Engineer at least 24 hours prior to all preparatory and initial inspections.

1.6. Reviews shop drawings and samples, gives a final action with comment and checks & ensures that the initial action is correct to the contract requirement.

1.7. The submitted items have been reviewed in detail and are correct and in conformance    with the contract drawings and specifications except as otherwise noted.

1.8. If the Quality Control Engineer finds any deviation of initial review action made by the Site Quality Controller, corrective action will be made immediately.

1.9. The copy of final action made by the Quality Engineer shall be transmitted to the Project Engineer with his comment sheet.

1.10.If the Engineers find any deviation on the review action, the Quality Control Engineer will be informed and following action be taken without delay.

1.10.1.  In the event that materials incorporated into the work are not in conformance with the contract requirement, the materials shall be removed and replaced with approved materials by the contractor at his own expense.

1.10.2.  In the event that construction activities are not in conformance with the contract requirement, succeeding activity will be immediately stopped and the portion of defective work will be removed or corrected up to the contract requirement.

 

2.   Architectural Quality Controller

2.1. Establishes,  maintains  and  performs  quality  control  for  all  architectural  works  in accordance with construction quality control to assure compliance with the contract requirements and specifications.

2.2. Checks all architectural finishes and materials carefully, submits quality records and report as well as complete action taken to the engineer’s office through Quality Control Engineer.

2.3. Performs examination on all finishing materials prior for installation. Ensures that the materials or products will comply with the specification and approved shop drawing.

2.4. Reviews the submittal control document listing concerning all architectural works and finishes at least 30 days and takes appropriate action to maintain a complete and current listing.  Copies  of  updated  or  corrected  listing  shall  be  submitted  to  the engineer’s office through Quality Engineer at least every 30 days.

 

3.   Mechanical Quality Controller

3.1. Establishes, maintains and performs quality control for all mechanical  works in accordance with the three-step inspection system specified in item # 1.4 to ensure compliance with contract requirements. Records shall be maintained for all testing and works performed for this contract.

3.2. Checks all mechanical works carefully, submits quality control records and tests reports as well as records of corrective action taken to the engineer’s office through Quality Control Engineer.

3.3. Performs indicated test to demonstrate workmanship operation and performance in all discipline of mechanical items like hydrostatic test, testing and balancing, equipment performance and installation, etc. The procedures establish requirements for the control test which verifies those items and are included for assuring the following:

3.3.1. That all pre-requisites for the given test have been met

3.3.2. That adequate test instrumentation and equipment are available and used

3.3.3. The test is performed under suitable environmental conditions

3.3.4. Test results are documented and evaluated to assure that the test requirements have been satisfied


3.4. Reviews the submittal control documents listing concerning all mechanical works at least 30 days and takes appropriate action to maintain a complete and current listing. Copies of updated or corrected listing shall be submitted to the engineer’s office through Quality Control Engineer at least every 30 days in four (4) copies.


4.  Electrical Quality Controller

4.1. Establishes and maintains Quality Control in accordance with construction quality control to assure compliance with contract requirement. Records shall be maintained for testing of materials and work performed for this contract.

4.2. Submits quality control records and test reports as well as records of corrective action taken to the engineer’s office through Quality Control Engineer.

4.3. Materials/equipment tracking, identification and traceability by purchase. Purchase order number mark or item no.

4.4. Periodic document inspection of storage area.

4.5. Storage & maintenance  requirements for materials/equipment including “in place” storage until turnover an acceptance.

4.6. The quality control engineer shall personally inspect each work area at least once daily and will be present at the commencement of each phase of work.

 

THREE (3) STEPS FOR PREVENTIVE MAINTENANCE SYSTEMS

1.  Preventive Inspection will be performed on all plans, materials, equipments and safety auxiliaries to meet submittal and contract requirements.

2.  The contractor will approximately annotate in his Quality Control Reports all preparatory inspections with a detailed list of items of plan, equipments and materials inspected or tested findings relative to compliance with approvals. Contractor certified submittals and contract requirements and action taken where non-compliance is committed.

3.  In addition during the preparatory inspections, the contractor will make an examination of the work area t ensure that all preliminary works had been made to provide the required control testiness and will take necessary action to ensure that all plant equipments and materials are properly stored to prevent damage from the elements and construction operations and will be noted on the Quality Control Report.

4.  The names of all the personnel who participated in each preparatory inspection shall be listed on the Quality Control Report.


2.  Initial Inspection

2.1.  Initial inspection shall be performed at the start of each new phase of construction to establish methods, techniques and standards of workmanship in strict compliance with the contract requirements and specifications.

2.2.  The contractor shall appropriately annotate in his Quality Control Reports all initial inspections performed including a detailed description and location of the segment or the phase of work inspected and shall check test and make measurements to determine if the quality of construction conforms to the tolerance and the workmanship standards of the contract’s requirements.

2.3.  The names of the personnel who participated in the initial inspection shall be listed on the Quality Control Reports.

2.4.  Checklist for every phase of work will be prepared and on remarks will be reflected whether the work is rejected or accepted as per project specification.


3.  Follow-up Inspection

3.1.  If rejected, a follow-up inspection will be performed based on the checklist to ensure that construction is proceeding in accordance with contract requirements.

4.  Thermal and moisture protection which includes waterproofing, flashing, building insulation and flood testing.
5.  Door and windows including hollow metal doors and frames, aluminum doors and frames, wooden doors and frames, overhead rolling doors, aluminum windows, finishing hardware and glass, glazing
6.  Finishes including furring, lath and plaster, marble tiles, ceramic tiles, terrazzo tiles, suspended acoustical ceiling, suspended metal ceiling, vinyl and resilient tile flooring, carpeting and painting
7.  Specialties including interior signs, acoustical portable partitions, toilet and bath accessories, wall and corner guards


B. QUALITY ASSURANCE
It is a plan prepared by the consultant management where they realize the quality of the executed works according to specifications through follow-up inspections, standards and tests.
 

POLICY
To ensure that the work is performed according to the standards specified in the contract documents through a quality control plan prepared by the contractor and approved by the consultant.


PROCEDURE


QUALITY ASSURANCE PLAN
1.  To ensure that the Contractor ‘s quality control plan satisfies all the requirements for executing the project works approved or returned with comments until final approval (14 days review period).

2.  To specify the consultant staff responsibilities that guarantee quality of works.

3.  Authentication for execution results, that is quality control is satisfactory

4.  To include all related matters in the project.

5.  To specify the types of tests and their procedures and required precautions.

6.  To specify united procedures for reports submission with their formats.

7.  To specify when authentication and the status of the work are needed.

 

METHODS OF QUALITY ASSURANCE
Tests include visual, non-destructive, destructive laboratory test, mock-up sample, performance test, factory test and independent authority’s tests.

 

EXECUTION/INSTALLATION AS PER THE MANUFACTURER’S INSTRUCTIONS
Installation as per manufacturer’s instructions to guarantee the right performance

 

HANDLING AND STORAGE
It is the responsibility of the contractor considering the following:
1.  Quality Assurance Plan to include that the contractor is handling and storing all the materials in a proper way.
2.  Protection of materials from misusing.
3.  Operation and maintenance manuals to be available for proper instructions.
4.  Execution as per the engineer’s requirements.


INSPECTION

1.       Various stages at which inspections are carried out are

1.1.  Inspection at source it is sound policy to check the materials at source so that defective   material is not brought to the work site.

1.2.  Inspection during the execution of the work it is better to inspect the work during construction stage instead of carrying out the same after its completion.

1.3.  Inspection of the completed job before the certificate of completion of the work in time is given to the contractor, it is necessary that a thorough inspection of all components is carried out and shortcomings or defects’ rectifications are pointed out. The certificate of
completion is retained until the contractor rectifies the defects pointed out during the final inspection.

1.4.  Inspection of equipment

1.4.1. Directly from the manufacturers and the workshop organization, initial inspection is carried out jointly by the representative of the Client.

1.4.2. By transfer from other project department; a joint inspection is carried out between the two departments and agreed of the project workshop feels that the equipment does not meet the project requirements, the transfer may be dropped.
